Comes with a inter changeable mains adapter (UK 3 pin and eu connectors) with long cable (150CM). Meaning your drive is not USB powered, but mains powered. Driver disc (not needed on windows 10), short manual. Short Sata cable (15CM), power splitter with power LED to short 4 pin molex and sata power (17CM). Startech adapter is USB A (cable about 75cm) to the convertor. Convertor is 7cm x 4cm, has a power LED and activity LED on the convertor. It has both IDE connectors and Sata data connector. I tested with a 40 pin PATA and SATA drive, very simple plug it all in and connect up in windows via USB 2.0 or 3.0. I think it will work on usb 3.1 too. Transfer speeds are not brilliant but it picked up a IDE drive I thought had failed, so I could get the data off. Great for backups and for making old IDE drives like external drives.

Could I use this to connect a Desktop DVD/CD drive to a Laptop?

I have an internal SATA DVD/CD drive from a desktop I want to connect to a laptop (with no optical drive) via USB. Would that work with this?

This is designed for connecting Hard Drives or SSD. It is not listed as being suitable for Optical drives on the manufacturer site.
