Im currently running a single 8gb Kingston stick the CAS is 11-11-11-28 this stick here is 11-11-11-30 all the other specs are the same ?

yep, DRAM doesn't care, each stick is an individual 64bit device, it's the the Memory controller that decides whether it runs in single, dual, tri or quad channel of course helped by you and what slots you place the sticks in ;) -Tradesman1 on tomshardware
