You have here a decent, well known brand of PSU. I wouldn't say it was the best in its class or would I say its the worst but it works well and it very quiet whilst working.
Be quiet make some very good PSU's and I would have no problem recommending this to someone building on a budget. It shows with the length of the cables which would be a bit nicer if they where a bit longer.
If you want something better then I would suggest that you would be better off spending a bit more, as you do get what you pay for when buying PSU's..

+ No issue with noise, I can't hear it above my case fans (which aren't even that loud)
+ Good connectivity, am powering mb, 4 regular mechanical hd, 1 ssd hd, 4 case fans and a 5770 gfx card
+ My PSU is at the bottom of the case (Antec P180) and the cables are long enough to reach all the relevant connectors
+ Take my reliability score with a pinch of salt as I've only had the supply for less than 3 weeks. I have been using it pretty much every day for gaming and the PC is on for the majority of the day when not, so far so good.
- Lots of excess cabling i.e. connectors I'm not using, hence the design score. I really think that all aftermarket PSUs should have modular connectors by now. The product segmentation between modular and non-modular is artificial.
